About the East Blithedale Avenue Rehabilitation Project

This project will rehabilitate aging infrastructure and improve multimodal access to local residential, school, and business areas along East Blithedale Avenue. The project's goals are to:

  • Improve bicycle and pedestrian mobility and safety
  • Repair damaged curb, gutter, and sidewalks
  • Repave roadways
  • Replace non-ADA compliant curb ramps
  • Upgrade existing traffic signals to meet current standards

The project limits are on East Blithedale Avenue between Sunnyside Avenue and the Highway 101 Interchange.

The total project cost has been estimated at approximately $10 million. The City has secured $3.3 million in funds from Marin County's Measure A Major Roads Program, Safe Pathway grant, and City local funds to rehabilitate East Blithedale Avenue from Sunnyside Avenue to U.S. 101 and has allocated an additional $3.2 million from the Five-year Pavement Maintenance Plan for the project.

The project will be constructed in phases over the next 3 to 4 years. The first phase of the project from Camino Alto to U.S. 101 has the highest multimodal demands and is expected to be in construction in Summer 2021. This segment will include the construction of Class II bike lanes.

The project design team will also review conditions at the following locations along East Blithedale that have been identified by members of the public as intersections that need attention. These improvements will be included in the construction project if budget permits, or will be addressed by future projects:

  • A desire for intersection improvements at the Hilarita/Mesa intersection
  • Concern for pedestrian crosswalk safety at the Catalpa intersection
  • Desire to evaluate the traffic signal at the Lomita intersection, to improve the trail user and pedestrian experience at that location
  • Intersection improvements to alleviate congestion and improve safety, such as roundabouts

During the project, the City will continue to seek and apply for additional grant funds for the construction of the project.

Summer 2020 Through Fall 2020

The City will conduct community engagement activities including meetings with stakeholders and public workshops to gather input to inform the Final Design for the project.

Summer 2020 Through Winter 2021

Final Design Plans, Specifications, and Estimates will be prepared for Phases 1, 2, and 3.

Spring 2021 Through Fall 2021

Construction of Phase 1 is anticipated to begin in the Spring/Summer of 2021. The work to rehabilitate East Blithedale Avenue is expected to follow the City's planned sanitary sewer improvements on East Blithedale Avenue between Camino Alto and Lomita in summer 2020.

The City will work with the community throughout the project design and construction to identify construction staging strategies and methods to minimize impacts on residents and the traveling public.
